Minimum Requirements Before Issuance of an Occupancy Permit
(Single-Unit Dwellings)

- All required inspections completed.
- Certificate of Installation for on-site septic system (if applicable).
- Final Electrical Inspection Report (if applicable).
- At least one (1) entry door equipped with code-compliant landings, steps, handrails, and guards (National Building Code, 2015 or current edition).
- All interior lofts, stairs, and landings, including basement stairs, are equipped with code-compliant handrails and guards (current National Building Code).
- Air exchanger installed and operational, with Mechanical Ventilation Record submitted.
- Plumbing vent installed through the roof and sized appropriately.
- All required smoke alarms and carbon monoxide alarms are installed and functioning.
- Deadbolt locks installed on all exterior doors.
- Attached garages sharing a wall or ceiling with the dwelling must be vapour-tight, finished with drywall or equivalent, with sealed joints. The connecting door must be vapour-tight, weather-stripped, and self-closing.
- Hot water tank or boiler equipped with a pressure/temperature relief valve, with discharge piping terminating within 12 inches of the floor.
- Heating and cooling equipment installed in accordance with manufacturer instructions or applicable standards.
- Bathroom complete with toilet, sink, and bathtub or shower, including a locking door and finished floor.
- Kitchen sink installed with hot and cold running water.
- Civic number posted and visible.
- Exterior siding completed.
- Any additional requirements identified by the Building Inspector.
Note: Trim, kitchen cupboards, and nonessential interior doors are not required for occupancy.
